Selectmen Minutes 09/22/05
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks; Selectman, Conrad Dumas

Department Heads:
6:15 – Daffodil bulbs – ConCom Chair, Karen Day – Karen discussed the 800 daffodil bulbs that were donated to the Conservation Commission for having the community clean-up day this spring.  She would like Selectmen to consider accepting this donation. A possible place to plant would be the wastewater site.   Discussed options as far as who would plant the bulbs, where etc.  Karen indicated the ConCom is willing to help with plantings at the wastewater site.  
Karen presented the spirit for selectmen to review.    
Tuesday October 4th, at 7:00 pm, The Dollars & Sense of Saving Special Spaces- the speaker will be Dijit Taylor from the Center for Land Conservation Assistance, which is part of Society for Protection of NH Forests.  This particular ConCom presentation will be very interesting and they are hopeful it will be well attended.
6:30 – Wage & Benefit Committee – The committee presented their findings to date as far as DRAFT wage, benefits & evaluations in comparison to other communities near by.   Discussion followed regarding how to implement changes, where Greenfield employees fit with regards to benefits & wages.
8:15 – In accordance with RSA 91-A:3 II (c) motion by Selectman Rainier to enter into a non-public session.   Seconded by Selectmen Brooks & Dumas.  Voted Affirmatively.
8:45 – Motion by Selectman Rainer to enter out of the non-public session and to further seal the minutes.  Seconded by Selectmen Brooks & Dumas.  Voted Affirmatively.
Decision:  A letter will be mailed to this family asking them to meet with the Selectmen and the Code Officer within 20 days.
7:30- In accordance with RSA 91-A3 II (a) motion by Selectman Rainier to enter into a non-public session.   Seconded by Selectmen Brooks & Dumas.  Voted Affirmatively.
8:10- Motion by Selectman Rainer to enter out of the non-public session and to further seal the minutes.  Seconded by Selectmen Brooks & Dumas.  Voted Affirmatively.
Decision:  Chief Giammarino will discuss with his employees the importance of the agility test and work out a plan to retake the test.
Chief Giammarino discussed Officer Foster is doing a great job, has applied for and received many grants.  August 23rd Greenfield Police Department seized a significant amount of money through drug seizure; the money was awarded to the town this week in court.

Appointments:
6:00 – Jim Cruthers – Mr. Cruthers presented a proposal for operating the waste water facility.  Selectmen reviewed the proposal, discussion followed, will file quarterly reports, do well monitoring, disposal fees were discussed.  Will check it monthly in the beginning to keep an eye on the system.  
Decision: Selectmen will discuss the proposal among themselves and get back to Mr. Cruthers within a week or two.
7:00 – Phil Vanesse – Mr. Vanesse wanted to discuss the fencing that will be installed around the Waste Water facility.  He was wondering if it is a cut & dry deal, has the contract been awarded – Mr. Vanesse believes that a two rail fence will do the same job, he stated he received a price for $7,000 to install a two rail fence from a local contractor.  Mr. Vanesse reiterated that he would like to see local contractors be given opportunities to bid these jobs.  Selectman Rainier explained the reasoning for the fencing, stated the job did receive three bids, the job was awarded to Crowe Fencing.  
Selectmen thanked Mr. Vanesse for his thoughts.
On – going matters:
Waste Water Project
·       RD Loan Resolution – the signing for the loan resolution from RD will be on Friday, September 23rd at 3:00 pm –
Review Contract for Oak Park – Selectmen did not review this to date.

Barn Easement Hearing – Reminder a public hearing is scheduled for Thursday, September 29th, 2005 – Jane O’Donnell, Holden Road – Selectmen will do a walk through inspection on Saturday, September 24th at 11:00 am
Statistical Update – Review new values.  The average increase is 43% per household.  Selectmen will discuss this with the assessor next week.
Boat – The boat is no longer available.
Cavender Road – Excessive speed by school buses and other vehicles was discussed. Chief Giammarino will see that this road is patrolled more frequently.
With no further business, meeting adjourned at 9:00 p.m. The next scheduled Selectmen’s Meeting will be Thursday, September 29, 2005 at 5:45 pm.
